I noticed that in version 0.9.30, the task-master init command doesn't copy the scripts/modules directory to the project.

I downloaded the source code and asked Claude 3.7: Why doesn't the directory get copied? Claude's conclusion was that init.js doesn't copy the required scripts/modules directory to the project.

After Claude fixed the code, repackaged task-master, and I installed it, the task-master init command now works as expected, copying the scripts/modules directory to the project.

FYI this is fixed as of next release

however, we should actually be doing the opposite:

If you install the package globally, the modules should be stored in the global node_modules folder.
If you install locally, it shold add them into the local .node_modules folder where the package will live.

The reason for this is that as a developer, if I install the npm package, I do not want the package file
to be included (and git checked) into my project as they don't belong there and don't need to be 
present considering the global package files can have the dev.js script

This is an optimization we'll eventually get to
