Update manual pages to use mdoc(7) and list commands #309

I like how mdoc's .Bl looks more than how mandown was rendering the manual pages, so I've moved them to mdoc(7). This should also help packagers with shipping the manual pages since they would have to dig through target to get where build.rs was outputting them.

I've updated iamb.1 to list the available commands, and updated iamb.5 to be in terms of TOML after #229 , and to include example configurations.
